In order to go beyond a property’s current as-of-right development potential, a discretionary planning application can be submitted to the municipality to achieve increased density, increased building height, a different use, and more. These applications are typically referred to as development agreements, rezonings, site-specific plan amendments, development permits, and variance applications.

A successful discretionary planning approval typically requires laying the groundwork through background research and foundational studies, submitting an application package to the municipality, and working collaboratively with municipal planning and development staff throughout the review process before finally presenting the proposal/application to Council at public hearing.
